Delgado has implemented the Career Pathways strategy that has been adopted at the federal, state and local levels to increase education, training and learning opportunities for the current and emerging workforce. According to the Office of Vocational and Adult Education, a Career Pathway is a coherent, articulated sequence of rigorous academic and career/technical courses, commencing in the ninth grade and leading to an associate degree, baccalaureate degree and beyond, an industry recognized certificate, and/or licensure. The Career Pathway is developed, implemented, and maintained in partnership among secondary and postsecondary education, business, and employers. Career Pathways are available to all students, including adult learners, and lead to rewarding careers.
Eligible Career Pathway Programs
Students are eligible for federal financial assistance through Ability to Benefit Title IV funds by demonstrating: (1) continued enrollment in an eligible career pathway program and (2) successful completion of six non-remedial credit hours or a qualifying score on an approved Ability to Benefit (ATB) test.
Under section 484(d)(2) of the HEA, an eligible career pathway program means a program that combines rigorous and high-quality education, training, and other services that—
- aligns with the skill needs of industries in the economy of the State or regional economy involved;
- prepares an individual to be successful in any of a full range of secondary or postsecondary education options, including registered apprenticeships;
- includes counseling to support an individual in achieving the individual’s education and career goals;
- includes, as appropriate, education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation or occupational cluster;
- organizes education, training, and other services to meet the particular needs of an individual in a manner that accelerates the educational and career advancement of the individual to the extent practicable;
- enables an individual to attain a secondary school diploma or its recognized equivalent, and at least 1 recognized postsecondary credential; and
- helps an individual enter or advance within a specific occupation or occupational cluster.
Accordingly, Delgado has developed specific participation requirements for students enrolled in Career Pathways programs that are eligible for federal financial assistance. Eligible Career Pathways require:
1. Students enroll in a program of study within an identified career cluster that leads to high-wage, high-demand careers and occupations;
2. Students participate in academic advising and counseling; and
3. Students remain concurrently enrolled in an approved adult education program and college courses while receiving Ability to Benefit Title IV funds.
